congressional resolution
Formal legislative statement
A congressional resolution is a formal expression of opinion, intent, or decision by one or both chambers of the U.S.
Congress.
Unlike bills, most resolutions do not have the force of law.
Simple resolutions address matters internal to one chamber, concurrent resolutions express the position of both chambers, and joint resolutions—which require presidential signature—can carry legal weight and are sometimes used to propose constitutional amendments.
The Senate passed a congressional resolution honoring the retiring justice.
