compulsory licensing
Mandated use authorization
Compulsory licensing is a legal mechanism allowing governments to authorize use of a patent without the patent holder's consent.
Most commonly applied to pharmaceuticals, it lets countries manufacture or import generic versions of patented drugs during public health emergencies: The government issued a compulsory license for the HIV medication.
The patent holder typically receives royalties but cannot block production.
