city halls
Local government buildings
City halls is the plural of city hall, the building that houses a municipal government's administrative offices.
By extension, city hall represents local government itself: You can't fight city hall.
Multiple city halls might appear when discussing different municipalities or, less commonly, multiple buildings serving the same city's government.
