bid-rigging
Coordinated contract cheating
Bid-rigging is a form of fraud in which competitors secretly agree to manipulate the bidding process, typically for contracts or auctions.
Participants might agree to submit artificially high bids, take turns winning, or have some parties refrain from bidding altogether.
The practice undermines fair competition and is illegal in most jurisdictions: Three construction firms were indicted for bid-rigging on government contracts.
