balker

One who hesitates

A balker is someone or something that balks—refuses to proceed or comply.

The word appears most often in baseball, where a balker is a pitcher who commits a balk, an illegal motion that advances baserunners.

More generally, a balker is anyone who stops short or resists: He's a balker when it comes to commitment.
