wetting down

Soaking something lightly

Wetting down means soaking or dampening something thoroughly with water or another liquid: We spent the morning wetting down the garden before the heat set in.

In naval tradition, a wetting down is a celebration when an officer receives a promotion—the newly promoted officer buys drinks, "wetting down" the new rank.
