Lacking official classification
Unrated describes something that hasn't received an official rating.
A film may be released unrated because it wasn't submitted for classification or because the studio preferred to avoid restrictions an R or NC-17 rating would impose: The DVD includes an unrated director's cut.
Unrated can also apply to bonds, hotels, or anything else that normally receives evaluative ratings.
