unindicted
Escaped formal charges
Unindicted describes someone who has not been formally charged with a crime, despite involvement in events under investigation.
The term appears most often in unindicted co-conspirator—a person identified as participating in a conspiracy but not charged, often because they're cooperating with prosecutors or because charging them isn't strategically useful: He was named as an unindicted co-conspirator in the fraud case.
