underuser
Minimal capacity tapper
Someone who uses something less than expected, recommended, or optimal.
The term appears in contexts ranging from healthcare to technology: an underuser of preventive services misses screenings; an underuser of software features sticks to basics while ignoring capabilities that might help.
Studies found that elderly patients were chronic underusers of prescribed medications.
