underprioritize
Give insufficient importance
To underprioritize something is to give it less attention or importance than it deserves or requires.
The term appears most often in organizational and policy contexts where resources must be allocated among competing demands: Mental health services have been chronically underprioritized in the healthcare system.
Unlike simply ignoring something, underprioritizing suggests a conscious or systemic choice to rank it lower than warranted.
