storm flap
Jacket's weather seal
A storm flap is a strip of fabric that covers a fastening—zipper, buttons, or snaps—on outerwear to keep out wind and rain.
The flap typically overlaps the closure and may itself fasten with buttons or velcro: The jacket's storm flap kept the zipper from leaking in the downpour.
Also called a placket or wind guard.
