quorum rules
Attendance threshold regulations
Quorum rules govern the minimum number of members who must be present for an organization to conduct official business.
Most legislative bodies, corporate boards, and committees require a quorum—often a majority—before voting or taking binding action.
Without a quorum, the meeting was adjourned.
The rules prevent small factions from making decisions for the whole group.
