pencil whipping
Signing without checking
Pencil whipping is filling out forms, checklists, or reports without actually performing the required inspections or tasks—just checking boxes or signing off to create a paper trail.
Common in regulated industries where documentation requirements outpace time or resources: The safety inspector was pencil whipping the forms instead of checking the equipment.
The image is of a pencil moving rapidly down a page, whipping through checkmarks.
