Not equal describes two things that differ in value, status, or measure.
In mathematics, the relation is written with a slashed equals sign (≠): If x ≠ y, the equation has no solution.
Outside math, not equal emphasizes disparity or unfairness: The two candidates received not equal but wildly different coverage.
