nonreader
Illiterate person, perhaps
A nonreader is someone who doesn't read, either because they lack the ability or simply choose not to.
The term often distinguishes between illiteracy and disinterest: The program targets nonreaders who never learned versus He's not illiterate, just a nonreader—hasn't picked up a book in years.
