noninclusive

Not counting everyone

Noninclusive describes something that excludes or fails to encompass certain people, groups, or elements.

The term often appears in discussions of language, policies, or practices that leave out particular populations: Critics called the hiring policy noninclusive.

It functions as the opposite of inclusive, typically carrying negative connotations in contemporary usage about diversity and belonging.
