A loud hailer is a portable device that amplifies the voice, used by police, protesters, ship captains, and others who need to address crowds or communicate across distances.
Also called a megaphone or bullhorn: The officer raised the loud hailer and ordered the crowd to disperse.
More common in British than American English.
