A guilt tripper is someone who habitually manipulates others by making them feel guilty.
The tactic involves reminding people of obligations, sacrifices, or disappointments to pressure them into compliance: My mother is such a guilt tripper—she brings up everything she's ever done for me whenever I can't visit.
The term is informal and mildly pejorative.
