executive clemency
Leader's mercy power
Executive clemency is the power of a chief executive—president, governor, or equivalent—to reduce or eliminate criminal punishments.
It encompasses pardons (which forgive the offense entirely), commutations (which reduce sentences), and reprieves (which delay punishment).
The power exists outside the judicial system, allowing mercy where courts cannot provide it: The governor granted executive clemency to three inmates on death row.
