downclocked
Reduced CPU speed
Downclocked describes a computer processor or graphics card running at a lower clock speed than its default or maximum rate.
Hardware may be downclocked intentionally to reduce heat, save power, or extend battery life: I downclocked my GPU to keep temperatures manageable during summer.
Components sometimes downclock automatically under light workloads.
