disorderly conduct

Causing a disturbance

Disorderly conduct is a minor criminal charge covering behavior that disturbs public peace or order—fighting, public intoxication, excessive noise, or causing a disturbance.

The charge is intentionally vague, giving police broad discretion: He was arrested for disorderly conduct after refusing to leave the bar.

It's often a catchall when no more specific offense applies.
