congestion zone

Pay-to-drive district

A congestion zone is a designated urban area where vehicles must pay a fee to enter, intended to reduce traffic and pollution.

London pioneered the modern version in 2003.

The term also applies more loosely to any area where traffic regularly backs up: Avoid the downtown congestion zone during rush hour.
