A chargé d'affaires is a diplomat who heads an embassy in the absence of an ambassador, or who leads a diplomatic mission in a country where no ambassador has been appointed.
The position ranks below ambassador but carries authority to conduct official business: The chargé d'affaires delivered the formal protest to the foreign ministry.
