Ninth Circuit
California federal court
The Ninth Circuit is the largest of the thirteen United States Courts of Appeals, covering nine western states including California, plus Guam and the Northern Mariana Islands.
Because of its size and the liberal-leaning populations in its jurisdiction, the Ninth Circuit is often characterized as politically progressive: The Ninth Circuit blocked the travel ban.
Legal conservatives sometimes call for splitting it up.
