willy-nilly

In chaotic fashion

Willy-nilly means whether one likes it or not, without choice in the matter: The changes will affect us all, willy-nilly.

It also describes action that is haphazard or disorganized: Papers were scattered willy-nilly across the desk.

The two senses—compulsion and randomness—both suggest lack of deliberate control.
