universal coverage
All people insured
Universal coverage is a policy goal in which all members of a population have access to a particular service—most often healthcare or insurance.
The term appears frequently in debates about national health systems: Countries with universal coverage have lower administrative costs.
Universal coverage doesn't specify how access is achieved, only that everyone is included.
