underwork
Not enough labor
Underwork means to work less than expected or required, or to do work inadequately.
An employee who underworks shirks duties or puts in minimal effort: He's been underworking ever since he got passed over for promotion.
Less commonly, underwork means to pay someone too little for their labor, or to undermine by working more cheaply than competitors.
