underdeliverers
Those who shortchange
Underdeliverers are people or entities that fail to meet expectations or promises.
The term appears in business and project management contexts, describing those who consistently produce less than what was committed or anticipated: The quarterly review identified chronic underdeliverers across several departments.
The word carries implicit criticism—not just falling short once, but doing so as a pattern.
