Second-tier administrator
An under secretary is a senior government official ranking below a secretary or minister, typically heading a major division within a department: the Under Secretary of Defense for Policy.
In the U.S. federal government, under secretaries occupy the tier between the cabinet secretary and assistant secretaries.
