semiliterates

Marginally educated readers

Semiliterates are people with limited reading and writing ability—able to handle basic text but struggling with complex material.

The term often carries condescension, dismissing someone's intelligence along with their literacy: The proposal was written for semiliterates.

It can also describe those who read poorly by choice rather than circumstance.
