road hogs
Selfish lane hoggers
Road hogs are drivers who dominate more than their share of the road—straddling lanes, refusing to let others pass, or driving aggressively to claim space.
The term extends to cyclists or anyone whose behavior on the road shows disregard for others: Those road hogs wouldn't let me merge.
