restarter
One who resumes
A restarter is someone or something that starts again after a pause or interruption.
The word appears in computing contexts for processes that automatically restart failed services, and in sports for officials who resume play: The race restarter signaled the drivers to line up.
More broadly, anyone beginning anew after a setback might be called a restarter.
