rent freeze
Housing cost ceiling
A rent freeze is a policy prohibiting landlords from raising rents, typically imposed by government during housing crises or economic emergencies.
Unlike rent control, which may cap increases at a certain percentage, a freeze locks rents at current levels for a specified period: The city council enacted a six-month rent freeze during the pandemic.
