Pound-for-pound compares things as if size differences were neutralized.
In boxing, the pound-for-pound best fighter is considered most skilled relative to weight class, not simply the heaviest champion.
The phrase extends to any comparison where raw scale is set aside: Pound-for-pound, the chihuahua is more aggressive than the mastiff.
