permanent members
Security Council core
Permanent members refers to the five nations—China, France, Russia, the United Kingdom, and the United States—that hold fixed seats on the United Nations Security Council.
Unlike the ten rotating members elected for two-year terms, permanent members cannot be voted off and each possesses veto power over substantive resolutions.
The permanent members blocked the proposed sanctions.
The term occasionally extends to any organization where certain parties have irrevocable membership status.
