paper streets
Maps' fictional thoroughfares
Paper streets are roads that appear on maps or official plans but don't exist as actual physical streets.
They were platted by developers or surveyors but never built, yet remain on records and property deeds.
The term captures the gap between documented intention and reality: The subdivision shows three paper streets that dead-end into forest.
