nosy neighbors
Curtain-twitching locals
Nosy neighbors are people living nearby who take excessive interest in others' private affairs—watching comings and goings, asking pointed questions, or gossiping about what they observe.
The phrase captures a specific social annoyance: proximity that enables surveillance combined with curiosity that won't mind its own business.
The nosy neighbors noticed every car that parked in our driveway.
