Perpetually befuddled person
A muddlehead is a confused or scatterbrained person—someone whose thinking is disorganized or unclear.
The word is mildly disparaging but affectionate, more teasing than insulting: Don't be such a muddlehead, the keys are right where you left them.
The adjective muddleheaded describes this quality of foggy thinking.
