Loony tune is an informal term for a crazy or eccentric person, sometimes spelled looney tune or loony toon.
The phrase comes from the Warner Bros. cartoon series but has drifted into general slang: Some loony tune was yelling at traffic on the corner.
It's gentler than calling someone insane—more amused than clinical.
