lack of resources

Not enough supplies

A lack of resources is an insufficient supply of what's needed to accomplish something—money, materials, personnel, time, or equipment.

The phrase appears often in institutional contexts to explain why something can't be done: The project failed due to a lack of resources.

It can sound like a euphemism for underfunding or poor planning.
