A hidden villain is a character in a story whose true malevolent nature or role isn't revealed until late in the narrative.
The trusted advisor, friendly neighbor, or apparent ally turns out to be the mastermind behind the conflict: The kindly mentor was the hidden villain all along.
The term extends beyond fiction to describe anyone whose harmful intentions only become apparent after significant damage is done.
