double-locked

Bolted then latched

Double-locked describes a lock engaged twice for extra security, typically by turning the key a second time to extend a deadbolt fully into the frame.

The term also applies to handcuffs secured with a secondary mechanism that prevents them from tightening further: The officer double-locked the cuffs to avoid injuring the suspect.

Figuratively, something double-locked is emphatically secured or inaccessible.
