curtailable
Able to reduce
Curtailable describes something that can be reduced, cut short, or limited.
The word appears most often in legal and contractual contexts: a curtailable lease may be terminated early, curtailable power can be reduced during emergencies.
Outside technical usage, the simpler "can be curtailed" usually serves better.
