Cracked out describes someone who appears wired, frantic, or unhinged—as if under the influence of crack cocaine.
The term extends beyond actual drug use to describe anyone acting hyperactive, sleep-deprived, or generally unhinged: I pulled an all-nighter and showed up to class looking completely cracked out.
