circumventor

One who sidesteps

A circumventor is someone who circumvents—who finds ways around obstacles, rules, or restrictions.

The term carries a whiff of cunning or deception: circumventors of the law, circumventors of trade sanctions.

It's more formal than "someone who gets around things" but less common than the verb it derives from.
