busy work
Tasks without purpose
Busy work is activity that keeps someone occupied without accomplishing anything meaningful.
Teachers assign busy work to fill class time; managers create busy work to justify headcount.
The term is always dismissive: Don't give me busy work—I want real projects.
Also spelled as one word: busywork.
