arraigner
One who charges
An arraigner is one who arraigns—brings formal charges against someone in court or, more broadly, accuses or criticizes harshly.
The term appears mainly in legal or literary contexts: The arraigner read the charges before the judge.
Outside courtrooms, it describes anyone who levels accusations: She became the chief arraigner of the administration's policies.
