Unenlisted describes someone who has not enrolled in military service, or more broadly, has not signed up for a cause, organization, or effort.
The word appears most often in military contexts to distinguish civilians or those who haven't joined: The unenlisted population knew little of combat.
It can also describe resources or support not yet recruited: unenlisted volunteers.
