system overhaul
Total infrastructure replacement
A system overhaul is a comprehensive revision or restructuring of an entire system—mechanical, organizational, or procedural.
Unlike minor repairs or adjustments, an overhaul involves examining and reworking most or all components: The new CEO announced a complete system overhaul.
The phrase implies that incremental fixes won't suffice and fundamental change is needed.
