smoke screen
Camouflage for intentions
A smoke screen is a cloud of smoke released to conceal military movements or positions.
Figuratively, it's anything used to obscure the truth or distract from what's really happening: The CEO's apology was just a smoke screen while lawyers prepared the real response.
